1: I'm not sure what your exactly trying to get at with the reaction time statements, but yes even in the case that there's a tornado the reactors are designed to be failsafe. First, whenever they're built, a seismological and meteorological study is conducted to see if the proposed site is actually stable enough to warrant building on; if the area sees tornadoes regularly, it won't be chosen. Furthermore, the actual structure of the reactor is so enforced that even if the building came down around it, it would be fine
