The pad by the turrents needs a portal and it isnt popping for me so i cant complete the test... Glitch? Too small?

Can't place portals? I KNOW. The in-game editor doesn't have any entity to rotate portals like in some official puzzles in the story mode. The lights in the corner give a subtle hint where to be to be able to place portals.
